- Griechische Schuldenkrise wird noch lange anhalten

- Spiel auf Zeit ist kostspielig aber politisch und markttechnisch
sicherer

- Deutschland verspielt den starken Rückenwind für Wahlkampfgeschenke

Die Finanzwelt hat mit Erleichterung auf die Zustimmung des griechischen
Parlaments für das Sparpaket reagiert. Damit ist aber noch lange nicht
alles ausgestanden. Das neue Hilfspacket gibt Griechenland und der Troika
(EU, EZB und IWF) wichtige Zeit. Das ist nicht billig und wird eine
Umschuldung irgendwann in der Zukunft wahrscheinlich nicht verhindern
können, ist aber politisch und finanztechnisch zurzeit am sinnvollsten.
Von allen Seiten wurden Kompromisse gemacht. Deutschland hat seine
Forderung nach einer Laufzeitverlängerung griechischer Schulden aufgegeben.
Auch zuhause hat Kanzlerin Merkel dem Druck der FDP, noch vor der Wahl in
2013 die Steuern zu senken, nachgegeben. Die Zahlen auf dem Tisch sind
nicht groß, aber die Entscheidung sendet das falsche Signal für die
Haushalts- und Konjunkturpolitik.

Griechenland braucht einen Wirtschaftsplan

Das zweite Hilfspacket von EUR 120 Milliarden wird Griechenland mindestens
bis 2014über Wasser halten, vorausgesetzt jede Zahlung erfolgt auch. Das
gibt der Troika und Griechenland viel Zeit, aber die Endlösung ist es
nicht. Der jüngste Vorschlag der Franzosen ist politisch geschickt, indem
er die Banken involviert, ohne die Ratingagenturen zu provozieren, eine
wirkliche Lösung stellt er jedoch auch nicht dar. Im Gegenteil, er kommt


Griechenland sogar noch teurer.

In der Tat wird Griechenland den Teufelskreislauf des Schuldenaufbaus
wahrscheinlich nicht brechen können (siehe Kasten: The Greeks of government
debt). Warum also nicht gleich umschulden und Zins und Zinseszins sparen?
Die Antwort ist, dass Griechenland nicht isoliert betrachtet werden kann,
wie das zum Beispiel bei Uruguay der Fall war.

- Erstens wäre jede Umschuldung ein Ausfall, der andere gefährdete
Staatsschuldner unter Druck bringen und systemische Probleme im
europäischen Finanzsystem, besonders im Bankensektor, ver-ursachen
könnte.

- Dies würde zweitens zu viel höheren wirtschaftlichen und fiskalischen
Kosten führen, besonders wenn es Spanien gefährdet, was zurzeit eine
Chance hat, ohne Hilfe sich durchzuschlagen.

- Drittens würde eine Umschuldung, besonders ein großer Schnitt, den
Druck von Griechenland nehmen, Haushaltssanierung und Strukturreformen
durch-zuboxen. Andere Staatsschuldner, wie Irland und Portugal,
könnten eineähnliche Lösung verlangen.

Aber wozu die Zeit dann nutzen? Zunächst einmal besser als bisher. Neben
der Haushaltskonsolidierung ist es wichtig, dass Troika und Griechenland
einen Plan zur Wirtschaftsbelebung erarbeiten. Der Vorschlag von EU
Kommissionspräsident Barroso, Griechenland EUR 1 Milliarde aus dem
Strukturfond zu geben, war nur eine sporadische Idee, aber kein Plan.
Zweitens braucht die Troika einen Plan, was sie macht, wenn sie alle (oder
fast alle) griechischen Schulden besitzt. Eine Umschuldung wird dann Sinn
machen, da sie außerhalb des Marktes stattfinden könnte. Allerdings muss
die Troika bis dahin Griechenland auf dem Reformkurs halten. Die Erfahrung
bisher verspricht, dass dieser Prozess nicht reibungs-los verlaufen wird.
Dies kann bedeuten, dass Aus-zahlungen in Gefahr geraten. Auch ist die
Notwendigkeit eines dritten Hilfspakets, um alle Schulden auf die Troika zu
verlagern, nicht auszuschließen. Stay buckled up!

Deutsche Steuersenkungspläne sind verfehlt

Im Gegensatz zu Griechenland hat Deutschland einen starken Rückenwind. Das
Wachstumübertrift die Erwartungen im zweiten Jahr in Folge. Die
Steuer-einnahmen stiegen in den ersten fünf Monaten um 9.2% gegenüber der
Vorjahresperiode. Die letzte Steuer-schätzung stellt jährlich
Mehreinnahmen von fast 2% des BIP verglichen mit der Schätzung von vor
einem Jahr in Aussicht. Bis 2014 soll der Staat EUR 180 Milliarden mehr
Steuern einnehmen als noch vor einem Jahr geschätzt wurde. Und diese
Schätzungen basieren auf konservativen Wachstumsannahmen. Für 2011 haben
die Steuerschätzer zum Beispiel 2.6% reales Wachstum angenommen. Bei 3.5%
Wachstum, was mittlerweile konservative erscheint, kann der Staat allein
in 2011 mit zusätzlichen Einnahmen von EUR 10-bis-15 Milliarden rechnen.
Auf der anderen Seite fallen Sozialausgaben, wie Arbeitslosengelder,
schneller als erwartet. Insgesamt wird das Staatsdefizit in 2011
problemlos unter die 3% Maastricht Grenze fallen. Auch ist es für Bund und
Länder möglich, ihre Haushalte bis 2016, wie von der Verfassung gefordert,
auszugleichen.

Warum also nicht etwas von den Mehreinnahmen durch Steuersenkungen auf
kleine und mittlere Einkommen verteilen? Das fordert zumindest die FDP und
Kanzelerin Merkel scheint gewillt, wie so oft, dem nachzugeben. In der Tat
sind die Zahlen (EUR 8-to-10 Milliarden, weniger als 0.5% des BIP) nicht
großund gefährden nicht die Haushaltsziele. Dennoch schicken die
derzeitigen Steuersenkungspläne das falsche Signal.

- Erstens ist die Motivation rein politisch. Einökonomisches Konzept
ist nicht zu erkennen. Nicht einmal die viel verlangte Konsolidierung
und Vereinfachung des Steuersystems wird erreicht.

- Zweitens sollte die Regierung, bevor sie die Steuern senkt, potentielle
neue Ausgaben berück-sichtigen. Dazu gehören die bisher noch nicht
bezifferten aber wahrscheinlich hohen Kosten der Energiewende (wie zum
Beispiel mehr Subventionen für erneuerbare Energie und Gebäudedämmung)
sowie Deutschlands endgültiger Anteil an der Rettung von Griechenland
und potentiell anderen Ländern (Griechenland alleine kann Deutschland
bis zu EUR 40 Milliarden oder 1.5% des BIP kosten).

- Drittens sollte Deutschland einen Haushalts-überschuss anstreben. Mit
83% des BIP ist die Schuldenquote weitüber der 60% Maastricht Grenze.
Man sollte die günstige Wirtschaftslage nutzen, die Schulden radikal
abzubauen, um besser auf die Probleme derÃœberalterung vorbereitet zu
sein (die zusätzlichen Kosten derÜberalterung werden ab 2020 auf 5%
des BIP geschätzt).

- Viertens, da die EZB nicht viel Spielraum hat, sollte die
Haushaltspolitik jetzt antizyklisch agieren, um den Inflationsdruck zu
zähmen. In der Tat sind aus konjunkturpolitischer Sicht
Steueranhebungen und/ oder Ausgabenkürzungen zurzeit angemessener.
